To the honourable King Rhudyn Ronara,

Greetings and Salutations from the Holy and Green Republic of Kaeir, And the Blessings of the Green Lady.

Noble King,

The Republic thanks you and your people for your assistance is searching for our lost sailors. Though the mission was largely unsuccessful, it did reduce many of the concerns the families of those lost men had. Public sentiment amongst the maritime classes of Kaeir has improved, in part due to you.

It appears therefore that the plan previously discussed to settle the matter and prevent any crisis developing was not entirely necessary. However, a small number of clerics on the mission - mystics of the Angel of the Seas - reported visions pointing to Videssian involvement in the disappearance of the expedition. Though these has been concealed for the moment, it is unlikely, given that the mystics are not government agents, that it will be concealed for very long.

The question therefore is, once these visions become publically, what shall we, the two parties that would naturally be concerned by alleged Videssian involvement, do about it? Clearly there shall be a certain sentiment amongst Kaeireans for a reprisal, and assumably there would be amongst the Rhudynese, for Videssian activity in Rhudyn's "backyard".

Sadly, Kaeirean intelligence is lacking on Videssian activities in the SE Midsea, though it is well-known that Videssia remains divided between the cities of Videssia and Celoa as it has for decades.

My suggested plan of action, to pre-empt the controversy that will break out in Kaeir, and assumably in Rhudyn, is perhaps for the visions to be first publicised in Rhudyn. A joint Kaeiro-Rhudynese expedition could then be mounted to suppress Videssian piracy. Though this would depend on the situation in Razania. It might also offer you a chance to contribute Tanamiri privateers to an expedition, in a legitamising move.

On a related matter, the Kaeirean General Staff has issued orders to the Kaeirean Naval Expedition to coordinate with Rhudynese forces in Sout or Aixelsydan concerning the Razanian naval base on the Kelshiri Coast, assuming 1473 proves to be a good year for the combined Kaeiro-Rhudynese forces in Sout. If all goes well, then the Kaeirean Naval Expedition shall begin preparations for action in late 1474.

I am glad that the assistance that Rhudyn has offered has been well received and useful. It is indeed a sad matter that so many fine sailors were lost at sea during the storms last year for whatever reason. The report that I received from Rhudyn coordinators informed the council that no real conclusions were reached and no evidence whatsoever was found at the site of the wreck. Although the search Kaeir preformed did not accomplish much I am glad that there has been success in your land with appeasing the people.

With this situation I feel sorrow and happiness. I am happy that the search has appeased Kaeir for the most part. I feel sorrow that even though no evidence was found a scape goat must be provided. The fact that a few individuals could possibly force Kaeir's hand in international movement far from home in a mostly unknown region for your land is disturbing. The few individuals may have been mistaken. The worry that is in my mind is that for decades Tana and Videssia have attacked each other in sea warfare. The waters of the Tanamir sea from Northern Rhudyn shores to northern Videssia shores is largely a grave yard. It is very possible that the mystics saw mixtures of past events or battles in the seas.

However if a response needs to be had and it cannot be accepted that a storm possibly destroyed the ships then Rhudyn wil try to help. In respect to finding individuals who were possible aggressiors of which there is no proof, I am sure that an agreement with Videssia can be met. Rhudyn has long been a main trader of Videssian goods in Mid Sea as a few other free cities are. I believe that these relations will help us to find an agreement.

The Warlord of northern most Videssia will be more than happy to turn over the aggressors after a discussion on the topic. We have worked directly with the Warlord of the area and found him very helpful. Pirating is not a strong point of Videssia, therefore it is not much practiced. If it was Videssian pirates who are the cause of the wreck and not the strom it is very likely the men are already in custody or are being watched by the warlord.

This very day I have sent word to the Rhudyn ambassodor to the area and have sent a letter to the warlord as well informing him of the situation and asking for his assistance.
