Action 1, 2 &3: Try to get the people and government used to interaction (3 of 4 years)

Because of the Emperors will to come out of isolation, and because it is happening so rapidly, the people of Torphan are a little upset. Everything is happening so quickly and so abruptly that most people dont have time to get used to it. Because of this, the Emperor has decided to slow down for a while, to let people get accustomed to the change, before proceeding any further.

With Mirs less then desired result from last year they have come up with a new plan. The army is to countiune to be stationed their, but units are to be sent home for a couple months and then sent back with others are sent home. This is to contiune as long as needed. They are to keep order in Timar. Keep the nobles in power, but try to also keep the peasents from being abused, any complaints against person in the army are to be listened to and dealt with. The Archmage is to travel this year to Timar and make a grand tour for a the troops around the coutry for a moral buster. Also food is still to be sent to the country.

The Emperor moved his head approving Milarua's Suggestions. - Call the Ra'Isir, Milarua take care of the Situation .- Then Turning Around Emperor Ylik walked away to his resting Chamber leaving Milarua Standing in the center of the room, Jalir now with an angry face still looking the empty wall, and Iranu in his knees looking at Milarua with a face of gratefulness.

Action 1. Ban Horroth Diplomacy - External/Strategic/Secret

Faymiyun al Shawari, the Alb Sheikh and Conveyor of the Truth, with the consensus of the righteous and god-fearing elders of the Council of Companions, sends a group of 20 scouts to the mountains bordering the eastern sands, seeking to establish contact with a strange race of creatures rumoured to be living there, the Ban Horroth. The expedition is led by the Conveyor's son, Jazariyyah ba Faymiyun.

Early in the month, the mission mount their steeds, and are commissioned

with the finest lances, long bows, swords, spears of the Millat Shanari by the Conveyor Faymiyun, the tall lances crowned by blue silken banners bearing the book emblematic book of the Path of Shanar, before galloping

east out of the blessed Akbari valley. Journeying many long days, they are given sup and accommodation by many of the Millat Shanari clans of the eastern sands, and by tribes allied to the Alb Sheikh. Before long, the

Calarnar begins to thin, the sands giving way to hard earth and bitter rock as the eastern range appears on the horizon.

Soon the band enters the first valley descending from the range, where they set up camp and gather their wits before seeking out this half whispered nation to establish a treaty with the Alb Sheikh, and therefore with the Millat Shanari, if they can. Fully aware of their charge to avoid all conflict and to establish a mutually beneficial relationship with this race, the band and their Leader eyed the misty peaks expectantly.

Action 2. Secret contact with Jabau governor - external/strategic/secret

On the night of the new moon, a handful of figures silently slipped out of the Akbari valley, taking the southern pass towards Milakanur. Commissioned by the Alb Sheikh to meet secretly with the Milakanuri governor of Jabau and persuade him to ally with the Millat Shanari*, the

men are extremely aware of the need for secrecy in their mission. (because of the undue attention that Shanari now receive from Milakanuri border guards, as a result of Millat Shanari evangelism). *(Should he ally with the Millat Shanari, the Millat Shanari would support him if he separated from Milakanur)

Actors: Alb Sheikh, selected Shanari and Milakanuri Companions, Jabau governor. Objective: Meet secretly with Jabau governor and persuade him to either convert to the Millat Shanar religion, or ally himself with the Millat Shanari. The governor is also offered the support of Shanariyya against

Milakanur if he revolts against Milakanur. Type: Espionage/Diplomacy Secrecy: Result only. Prime Determinant: Religion (influence and status of Alb Sheikh and Millat Shanari evangelism). Secondary Determinant: Influence (Ability and status of Companions to persuade). Action 3: Organisation of Millat Shanari soldiers - internal/tactical/not secret

Following the Alb Sheikh's declaration of Shanariyya, the Council of Companions, headed by the Conveyor himself, begin to organise the Millat

Shanari men using decimal based army, starting with the standing forces in the Akbari valley.

All Millat Shanari men will belong to units of ten men, with ten units forming a squad (100 men), and ten squads forming a flank (1000), and ten flanks forming a division (10,000), and the divisions collectively forming the Shanariyya Army. The unit commander is the immediate junior of the squad commander, etc.

The Millat Shanari standing forces (3000) form the Core Army, with the remaining 90,000 provisional forces forming the First Division, through to the Ninth Division (as above). A fully mobilised Shanariyya Army would consist of the Core and the Nine Divisions. The Core Army consists of 3 flanks, the First Core Flank, Second Core Flank and Third Core Flank.

The provisionals are to be organised on a clan and tribal basis (a tribe

consisting of several clans), to preserve organisational unity and collective fighting strength and vigour, though the standing Core Army is not tribally organised.

Everything is happening so quickly and so abruptly that most people dont have time to get used to it. Action 1 & 2 - Consolidation & Assistance to those in need (2nd of 3 yrs.) With the end of the Tanimbar-Cedonia War and the conquering of most of the province of Vieinia, the assistance being sent to those who suffered from the tsunami will be combined with the consolidation of the new province of Vieninia.

The province will become the center of Burcancy assistance by land and sea. Troops, merchants and ships will be based in the province. Units involved in the recent campaigns will be sent home or allocated as needed to assist societies in need and to maintain order and peace in Vieinia. Some troops will be assigned to local leaders who joined the Burcancy to provide assistance if they are threatened or to aid their efforts to expand their holdings. All joint efforts will be approved the Burcancy-Tanimbar high command. Local leaders who do not follow B-T command decisions or rules of engagement will be penalized. Former Cedonian units will slowly be rotated to the Burcancy for additional training and combined with existing units to keep a unified army. Extra efforts will be made by all commanders to create this single army. As much as possible Cedonian troops will be returned home after training in combined units to minimize problems. As the army develops and the province becomes part of Burcancy, more troops can be assigned to foreign soil. This rule is subject to change to allow for specialized Cedonian units that might have been absorbed. I don't have much plans for the Razanians this except for recovering and rebuilding. Tesh and Canor merges as one...Haran became independent. Sout in working on some theorical ideas and so on.... but mainly rebuilding and recovering. I am also waiting for a response from Aaron :P

I am sending a diplomatic relations group headed by The Old chief of the

mammoth tribe who is well known for his wisdom and good judgement, I also am sending the "Willows" ( +1 Mod ) due to this being right around the summer soltice.

Finding the Onagir. an easy task ( see below ), since they have moved south from thier old locations

The betterment of relations ( it is fair currently ) is what I would like, ultimately upwards of an "alliance",( or superb) the trade is secondary. As you see below, these are the items for trade

The trade being sporadic is due to the peoples being nomadic in nature

With Videssia nothing more then a meomory and the gardianship of the Eerith over the Oganir. The Oganir are found and are willing to start tradeing. Relations go to Good.

Task mods: tehir are plans to build a new city near to the northern mountains. Some nomads has discovered some new miningsites with valuable metals.

Task type: Business as usual

Reaction mods: people are recruted and volunteers wanted to build a new city. Many different craftsmen get the opportunity to build e new life close to the border with the Olozog.

Description: the king and queen hope to gather 1.000 people to move to the new mining sites. The valuable metals are a new resource for weapons, trade and investigation of new technisues. several soldiers and warriors will escort and protect the new mining sites. Mallik will have to provide some men to protect this new town and the royal economist will have to find funds for building it.

The mine opens and people move to help. Nothing seems to be wrong. (Do this for another year or two.)

Description: Twirre will use his entwork of spies, thieves and any means he thinks is neccesary to gaininformation about Cedonia. He wants to prepare himself to give His King and Queen all knowledge they need when they decide to send a negotiation party to Cedonia about tradingroutes and exchange of goods and knowledge.

Task mods: Mallik has plans to prepare for building some new fortifications among he borders and on he two largest islands the Hansarii control.

Task type: Business as usual

Reaction mods: a proposal is given to the king. Mallik hopes his proposal will be accepted. It means he can recrute people to build fortresses, fortified harbors and strenghten the existing city walls and borders.

Description: Mallik will try to convince the king it is neccesary to create new fortifications. With other actons at hand like the negotiations with Cedonia and a mission to investigate the Torphan borders he thinks it i crucial to prepare for unexpected incidents and prepare the armies and cities for worst cases.

The King is perswaided and gives his aproval for it to start next year.
