Shanari [+4]: The war between eastern and western tribes ends in a
tentative peace agreement arranged by priests of the Millat Shanari.
Visions, part VI:
Bel na Yore checked the water-clock standing on a platform between
the two entrances to the auditorium, and noticed that the time
for the lecture was almost up.
"Well, it seems we only have a few moments left. As a summary",
Bel said, and theatrically pointed to the blackboard behind him,
which was full of diagrams, "as Arane of Palath showed three centuries
ago, and we have witnessed here by the power of geometry, the common view
of the world being flat is simply wrong. Although at first glance
this appears to be the most obvious answer, it is overruled by
long-range observations, principally at sea. Instead, the world
is a sphere with a diameter of approximately 3000 miles.
Questions, please."
A youthful student raised his arm, and when given permission,
asked the first question: "How about the moons?"
"If Celandra is a sphere, to my mind, the only sensible assumption
is that the moons are also spheres."
"With all respect, are you not applying the Law of Similarity
without justification. Obviously, there are considerable differences
between the world and the moons."
"Indeed, many differences exist, but I think the spherical
form is also the simplest explanation to existing evidence."
"But I think that also the Law of Simplification is inapplicable here.
Both the world and the moon are, to my mind, objects of the Shape,
and not objects of Nature. Therefore, the Shaper of Celandra may
have created them as complex objects rather than simple ones. And,
as evidenced by the Dreaming, complexity in Shape is simply
a question of choice."
"I have not the experience of the Dreaming, or the shapers of
its Realms, but I would hazard a guess that maintaining a simple
Shape is easier than a complex one. But Celandra is not like the
Dreaming. On Celandra Nature is the predominating factor,
and therefore also its Shape is fundamentally simple."
"That may be. However, also the spherical form of the world is in question here.
The Sphere Theorem is based on observations. How can we know, that
the observations are not only true locally, and elsewhere some
opposite observations might be true? Or that the world was not
designed in such a way that this Theorem would appear to be
true - as a test, or a joke?"
"Hmph. As for the observations, the Theorem is not based
on a single observation, but many, from a number of different
locations. Your other suggestion belongs more the realm
of the absurd than natural philosophy. While theoretically
possible, I refuse to consider Celandra as a joke on
the late Arane of Palath."
Irritated, Bel pointed to another student: "Next, please."
"Sir. Since the lesser moon grows and wanes quite unlike the greater moon, does
the Law of Relation imply that the lesser moon is not a sphere?"
"No, it does not imply that. What Law of Relation implies is
that that is a possibility. However, what I believe instead is that
the lesser moon does not travel in a circle, however absurd that may sound."
"Sir, can geometry say something about the age of Celandra?
The Moons being used to measure time, and all..."
"No. Geometry, in this case, only answers questions of 'Now',
they do not tell of the past."
"But sir, how can we then determine the age of our world?"
"I'm afraid we cannot. And therefore the whole question is moot.
As time is local in terms of Dreaming, we cannot trust outside
observers in telling what time it is in this world. History
has reliable memories of upto 4000 years back, and there are
indicators of older constructions. But there's no way to
know how long the world existed before them - before civilization
had a chance to participate in shaping our world.
Since we cannot know the age, I cannot consider it as a worthy
object of study for natural philosophy."
"Sir, wouldn't the Shaper know the age, or the Creator?"
"Well, even assuming they are not the one and the same, there
has never been a verified contact to either. Personally,
I believe that the Shaper of Celandra cannot be contacted:
either the Shaper never actually existed, or the Shaper
is Celandra."
Bel picked one of the students from the audience: "Last question,
please."
"What if there were another Celandra - wouldn't its shaper know
the answer?"
"Hmph. I very much doubt that. In general, I highly disagree
with the whole 'World Egg' legend; Celandra is a unique place
in the whole cosmos, and there will never be 'Another Celandra'."
A soft 'clink' from the the water-clock announced the beginning
of a new hour.
"That's it, we'll see again next week."

Description: The Ka'Shari have elections every five years. Bra'anath needs to focus most of his attention on that this year. Even if there are no major contenders for the position of Guide, the people expect regular contact with their leaders if they are to trust them.
Difficulty: Normal
Factors: Success - or beginnings of success - with several of Bra'anath's actions: The dock in the Burcancy seems usable, a legendary journey to find an Omog has borne some fruit - many have seen the image of a dragon in flight by now, and the Wanderers have had some luck in spreading. The negative side is that some of that's gotten a bit old.
Possible results: changes in the Guide's authority - if he really blows it, perhaps even a loss of a job. But he hopes not!

Tracking the Dragons
Weight: Double
Description: Carry on the search for the Omog. AND attempt to establish a relationship with them. Should the search take our people back to the original Ka'Shari city, it wouldn't hurt to take a look around at the ruins. It's not been that many centuries since it was destroyed.

Factors: The goddesses' help, the magical connection forged by the dragon parts and the sages, easy advice (if not physical help) if needed.
Action 4:
Fleet repairs
Description: Now that the dry docks are actually functional, it's time to bring in some of our ships for both trade and repairs. The trade (if not too heavily taxed) should be good for the town, and the repairs good for us. And it should even make the local lord a bit wealthier, as well. And, of course, Burcancy ships that put in here should get repairs done as well as Ka'Shari.
Difficulty: Easy
Factors: Trade is the lifeblood of the Ka'Shari and quite important to any coastal town. The biggest negatives appear to be the lord's greed and the fact that while the Ka'Shari have labored long for little reward, the locals
may not see it as compensating for 'free' use of their docks.
Possible Results: -1: Ka'Shari ships are brought up to date but no bonuses. +1: Economic improvement for the town here (it's never been named: can we call it 'Branville' for want of another name?), +3: Economic improvement for the town AND fleet readiness improvements for the Ka'Shari, -2+: Worsened relationships with the Burcancy.

Results: A dragon nest is located, and a very tentative connection with
them is established.
Interpretation: The ship sights a number of dragons and follows them.
The captain determines that at some point they have passed the original
Ka'shari city - but without seeing it. Finally, they arrive to a dragon
nest. There are at least a score of the beasts. For some reason, they
leave the ship alone. The sage on board who knows the new communication
method, tries projecting it on the dragons, gets a brief response of
some kind, and then nothing.
Action 4: Fleet repairs in Branvill

Results: Fleet repairs start off nicely.
Interpretation:
Bra'anath was clearly frustrated as he paced the deck of the ship. At one end of his travels, he would exchange a few words with the seer who was maintaining communications with that ship in the far Souther seas. At the other, he would stop to stare at the city they were docked at: Druphan, a city of Unster, in what some called East Torphan. That city looked fine, but all that Bra'anath seemed to see was the wasted efforts its lord Duke had forced upon the Ka'Shari. Even though they seemed to have reached an agreement, the man was hard to like: a sharp, focussed bargainer who kept his desires hidden from all others.
Abruptly, as was his wont, the Ka'Shari leader turned to his friend and Taletemke'Shylni chronicler with a smile. "Well, come and see what this monument to the gold coin has become. With the amount that the Duke of Unster wants even from government-approved ships, it's barely worth while to repair here. I'd expect him to drive /away/ more trade than he attracts, except for ships with the king's seal!" The Guide's smile was a bit strained, but he did seemed more amused than angry. "Besides, the folks down near Amotrall don't need our interference. Until we come up with something that will give the dragons a reason to deal with us, they'll just have to do their research and prepare for winter weather."
With that, Bra'anath suited his deeds to his words, and entered the markets of Dorphan. He seemed to relax, haggling with a fruit-seller for citrus for the ship and musing about philosophy as they stopped for a mug of the local beer and a meat pie of uncertain provenance.
"Most people just want to be left alone, to make their lives happy," noted Bra'anath. "If they dream of anything outside that, it's making someplace better." I opened my mouth to point out that was overly general, but the Guide spoke right over me, with but a wink for an apology. "The confusion comes when they think that money equals power. Or safety. Or whatever it is they seek," he said. "It's just the medium, and you can't /hold/ safety or peace, even when you can hold money. I think the Lord Duke is remembering that little fact, and wondering how
we might be encouraged to stay and trade..." he said, ordering another beer and counting out the copper coins with care.
"The ladies want us to build a homeland. With the Omor, perhaps. The Duke would like us to build one here. Hells, even the Hria would like us to build one near them. And not just because we're tasty! So ... why don't we?"
"Why don't we what?" I asked.
"Start to build a homeland. Wherever we're welcome. Amo'trall. Here. Hria. In the Dreaming, even, if the Ladies tell us how! We're travellers, after all. Can not home be in many places?"
I shook my head. It sounded so simple, but frighteningly plausible. He
is the guide, after all. And I did just vote for him. But nothing's ever so simple. HE taught me that one!

Eubratosa looked out the window at the city of
Mirabalpur. He watched as a bird landed on the
balacanies railing. He watched as the dove sat there
just gazing over the city. Eubratosa watched it until
it flew away.
Takeing his que from the departed bird Eubratosa stood
up and walked over to the window doors that open out
on to the balcony. He pushed open the door and
stepped out on to the balcany. The city of Mirabalpur
spread before him. The cities diffrent shade of
marble reflected and gave the city a glow that
Eubratosa had seen in few other places.
The city spread out before him like a grid The main
streats spreading from the Holy Plaza. The roads ran
in each cardinal dirrection. The great harbor of
Mirabalpur was open to the Archmages gaze. He watched
for a long time the ships coming and goings from the
great port. This was a sight that Archmage had always
appresiated.
He had seen this sight for the past thirty years.
Eubratosa though to himself. "In a couple of months it
will have been exactly thirty years since I was called
as Archmage." He remembered the world they had lived
in then. The war was at Qaiyores door and was ready
to change the world. It had but not in the way
planned. The world they lived in know was deffently
diffrent.
He turned his gaze to look at the other parts of the
tower below him. He could see Sorcerers on the the
many diffrent bridges that connect the towers
together. Some were talking and others were walking
some hurring along others looked like they were
reading and walking at the same time. One of the
Apprentices proble Eubratosa though.
He heard a footsteps behind him. He turned to see
Thaench, Asuda's son and know Eubratosa apptentice,
walk up. Thaench stoped at the balcony door, and
bowed slittly.
"Archmage it is time." He said as he straighten up.
Eubratosa sighed. He knew what the apprentice ment.
It was the annual meeting of the Council. He would be
stuck in meetings for the next few weeks.
The Council awaits.

The Archmage and the Council want to fouces on finding
more talented students who would be able to become
Warmages. They are to look at all students no matter
what level they are at. If they are not a full fledge
Sorcerer yet they are not to start training until they
are a full Sorceror or very high level Apprentice. (I
am working on the how the Sorderers trained. Like how
many years do they do what and what do they need to
learn before they get to a certian level.) They also
will contiune the training of the current warmages.

Something was up. The Archmage knew that. He was not
sure what it was. He sat on a bench in the Royal
gardens looking around at the green trees the shaded
the aread. Eubrotsa had come here to his family home
for a chance to think. It was not a common visit
being that it was located at Puramyr which was on the
north end of the island.
He soon heard his son come and sit next to him. They
did not look at each other. They were father and son
and as they shared the responcibilites of careing for
people they began to understand each other.
"So have you noticed the Ka'Shari sudden intrest in
Dragons." Niotrosa asked his father as he walked over
to a rose bush and began to sniff a rose.
"Yes. I have also noticed the Dreaming seems to be
extremly active about something. I seems to also be
catching hints of dragons. I understand that dreams
or visions have also been running around."
The Archmage stood and began to walk towards the doors
that opened into the garden. His son also followed
after him. The entered into a room filled with
paintings and stautes. The Archmage walked over and
sat in a chair in the middle of the room.
"So are we going to look into this?" Niotrosa asked,
"This has always been our feild." his father
answeared. "Oh course we are."
The Archmage and the Prince are going to start
gathering information about all these strang things
that are going on. Niotrosa will be over gathering
information on the Ka'Shari activities. He will also
check into the Ka'Shari visit to Mir a few years back.
After they left suddenly and haven't seen ships sence
it it obviously important.
The Archmage is going to start looking into the
turmoil that seems to be comeing from the deaming.
The Archmage is going to gather what information he
can about from the dreaming.
He is appointing Granthatan to gather information from
the archives about dragons.
He is placing the Archmage of the ruined city of
Myr-Kun, who is completly loyal to the real Archmage,
incharge of gathering information on these rumors of
visions or dreams. (This is of course assuming that I
know about these. If not then ignore this.)

With everything that has been happing in Mir and in
Midsea for the past decaded the Obeah project has
fallen through the cracks. With the desire to
contiune to learn about this the Archmage has again
started up the research of the Obeah. The first thing
to be done is to regather the original researchers on
the project before the goverment got distracted. He
will also talk to Grant (if he is back yet,) and will
make sure that the researchers have complete access to
Grants letters.

Interpretation: There are still difficulities getting the training
off the ground properly. The coteries accumulate huge amounts of
power, but it is difficult to learn to focus and control it.

legend of the 'World Egg': that Celandra would at some point spawn a
child, which would become a second Celandra. There are several versions
of the legend: according to some, this would mean the end of (first)
Celandra, according to some, there would be multiple eggs. A few
propose that the World Egg would be mallable at first, so that whoever
got there first, could mold it to his/her/its like, and later it
would impossible to change, like (first) Celandra.

Title: The Consolidation of northern Tirmaer

Description: Newly appointed Provisional Pro-Consul, Lord Basiluddin,
completes the integration of northern Tirmar, now called the Dominion of
Tirmaer (abandoning the Taltherani spelling for the local version), into
the Republic by extending Kaeirean control into the outer northern and
western districts of northern Tirmaer, and by establishing the rule of
law and order throughout the Dominion of Tirmaer. The primary goal in
the territorial consolidation is the expansion of the Dominion border to
the west and north, to bring the Tirmaeri speaking and frontier
districts into the Dominion, halting once the Taltherani speaking
regions proper are reached. Southern expansion though halts at the
Mirrish border.
A provisional Dominion Council is also established, comprised of local
and emigrant Tirmaeri lords and notables, with a clear republican
predominance. The Dominion Council, subordinate to the Senate in Port
Kaeir, is delegated the duty of the reorganization of land and estates
seized from royalist and czarist Houses and their allocation to refugee
republican Houses, and the re-establishment and integration of local
institutions into the Republican system of government.

of Kaeir, in the city of Port Tirmaer. Embracing the sciences,

Tirmaer into the intellectual capital of the Republic, and eventually
the Midsea. Provisional Chairs and Professorships (Basilludin appoints
himself Chancellor of the University) are established, and notable
scholars in the Dominion, the Republic proper and further afield are
recruited, and a small but promising first intake of students admitted
on scholarship. An additional number of foreign students are also
admitted as part of the University Midsea outreach. A portion of the
confiscated lands are allotted to the University, so that it has its own
source of revenue, in addition to Senate funding.

the discontent is the greater, the further away from Tirmaer

from Tal, and others, and warning Kaeir from advancing any further.

Action 1: Coming in from the cold (1)
Weight: Single
Description:
With the radical shifts in power and changes in the political structure
of Cedonia, the new government decides to reach out to the Order of
Lucia. The Lucians' adovcacy of equality under the law fits in much
better with the agenda of the United Provinces than it did with Empress
Yzara's agenda. The involvement of the priests of Lucia in the UP's
judiciary would go a long way in restoring the faith of the lower
classes in their rulers. The Council has another motive, however. The
Truthsayers of Lucia would be an invaluble aid to Cedonia's diplomatic
service. From the Order's perspective, the presence of Lucian clerics
in Cedonian diplomatic missions would help them in their goals of
spreading justice and education in the
Mid Sea? .

Factors: The new government is largely from the urban classes, groups
which have always been in sympathy with the Order. Yzara's persecution
ended several years ago, and the Order is ready to raise its profile
everywhere.

Description:
Through Raden Ghere, the former Imperial Chamberlain, the government of
the UP has contacted with Empress Yzara's former spymaster and
prevailed upon him to take up his old duties. Unfortunately, the chaos
of the Sinari Invasion and the Civil War has greatly disrupted the
spymaster's old network. The counter-intelligence network in Cedonia
itself is largely intact, and played a key role in eliminating General
Zenos, but the status of the agents outside Cedonia remains unknown.
With the restoration of order and funds, the Spymaster now has the
resources to determine how much of the old networks remain.
Difficulty: Hard (-1)
Factors: The length of time since the agents were contacted. The chaos
in the region during the last several years. The need for secrecy. The
fact that some agents might not want to be found.
Notes On Resolution:
The degree to which this action succeeds or fails will affect the
number of years needed to reactivate the network. E.g., a Legendary
Success means all the agents are still there and ready, no work needed;
while a Legendary Failure means the network must be rebuilt completely
from scratch(15 years, minimum).

Description:
The project continues. Last year's results, while mixed, were
definitely more promising. While problems with purity still exist,
production of ore from the Kasovian mines has finally started to rise.
Construction of the experimental smelter is proceeding much more
successfully with the new contractors, and the applications group is
making progress on some new designs. With the new government, the
project is receiving more resources, and the calmer political situation
means that some of the time pressure is off, reducing haste and the
mistakes that come with it. For 1442, the project workers are told to
proceed as planned.
Difficulty: Base is Hard (-1), raised to Normal (0) by double action.
Factors: Stabilizing political situation, increased resources. Still
expeimental, however, things may go wrong.

"It's a . . . building? . . . well, a place, where all the gods are honored.
A place to bring together all forms of worship, and all knowledge about the
dreaming and the gods. A place where no god is excluded."
"That's . . . ambitious."
Hugo sensed the young espiri's doubts. "But well worth doing my friend.
You'll see."

There is a great deal of discussion among the church as to best

can point out advantages in dozens of other cities and areas. While no
decision is reached this year, the concept begins to capture the imaginations within
