Events for 1457

Avatar [-4]: A pack of dragons is spotted late in the evening flying towards Avatar from the sea. They circle around the town for a moment, then dive down and land several miles north of the city. Unseen by the people of Avatar, another pack follows them after the sunset. The two packs attack each other, and in the aftermath the town catches fire. The northern side burns to the ground.

Amo'Trall [-4]: The third Ice Demon invasion has taken its toll on the Amo'Trall tribes. Although not the target, the Amo'trall stood on the path of the Ice Demons. Half of the clans have suffered some kind of damage, and there are some which have been totally annihilated.

Ka'Shari: a small armada of Ka'Shari ships leave the Midsea, heading north. The armada carries most of the Ka'Shari population, leaving behind only those that do not share the dream, or have other dreams. They sail past the Isle of Golaren, north-east until they arrive on an unmarked patch of sea, where one ship and a pack of dragons are waiting for them. A gate is conjured into being. The ships position themselves into a line, and headed by the dragons, they sail through the gate into a breaking dawn on a new world. Their new home. The Ka'Shari of Celandra are no more.

Visions, part IX:

"Lady! Is this the place?"

"Yes. Rahi gave us accurate enough information to locate this place. The reality of Celandra here has been shattered once already. It will not require a big push to create a new break. Come, I will guide you and your wizards in creating a gate large enough to allow the ships through."


"Master, master! Come quick!"

"What? Oh, it's you. Somebody tried the gate did they?"

"Yes! And they did it, and are at it still!"

"They? Many of them?"

They ran to the observation chamber, located near the place where the Great Portal of Mir had once stood. Everyone in the room was staring at the scene shown on the Observation Circle: a small flotilla of ships were passing through the Gate and into the dawn of the New World.


Hastur was furious.

"How did they do this thing?!? You told me the Ladies were out of it!"

"Apparently not", said a man in a white robe and long beard calmly. "Rather clever, I think. Smuggle yourself in using a whole flotilla of ships, and a pack of dragons to boost. Still, I wouldn't worry about it. You see, they may have gotten in, but I rather doubt that they can get out."


Delaney's followers had marked the place well. They had bought several large white bedsheets that they laid on the field to create a huge cross, which was clearly visible from the air. But the night was coming...

"Here they come!"

Several dragons swooped in from the sky and landed on the cross.

"YOU MUST HURRY", a voice boomed out. "THE NIGHT CRAWLERS ARE COMING."

Delaney was positioned on the back of the biggest dragon with his aids, and about half of his followers climbed on the other dragons, half a dozen on each.

"WE CAN ONLY TAKE THIS LOT. THE REST WILL HAVE TO WAIT."

"But for how long. When you will be back?!"

No answer came. Instead, the dragons took to the air, and with a few wing strokes rouse to the night sky. Only then did the people left on the ground notice the other dragons who had kept to the air, and now headed back towards Avatar, where they would make a stand against whatever was following them.


The dragons landed on a sandy beach far from Avatar. A shimmering circle was hanging in the air and showing a green valley.

"HERE IS THE GATE. WELCOME, SEER, WELCOME."

Delaney was carried through the portal to the world beyond. Once through, he untied the blindfold on his eyes and looked around him.

"It's good to be home", he said smiling.

Princess Irinia & Prince Lorenica Of Yora'Tirmar To Wed

Palace Mount announced today that Princess Irinia of Sedonia, the daughter of Empress Yzara IV, has been formally betrothed to Prince Lorenica of Yora'Tirmar, the youngest son of the Mirrish Crown Prince Niotrosa. The engagement represents the culmination of several years of negotiations, and will be the first union between the royal houses of Mir and Sedonia in history. The wedding will occur sometime in the spring of next year; an exact date has not been set.

It should be noted that Prince Lorenica is not a sorceror, and as such is barred from the Mirrish line of succession. However, any children of the marriage would have no such impediment in Sedonia, provided of course that they are not mages.

In addition to the betrothal, the negotiators have also arranged for the addition of three Mirrish Sorcerors to the faculty of the University of Thalsedon.

It is reliably reported that as wedding gifts, Empress Yzara and Archmage Eubratosa plan to give the young couple reciprocal titles in both Mir and Sedonia. While the Mirrish title is undetermined as yet (and may not be settled until after the end of the New Tirmaeir Conference), it is believed that the Empress will gift them with the newly-organized Grand Duchy of Tirmar.

In a related story, the Empress with the advise & consent of the Regency Council plans to organize other Grand Duchies within Sedonia. (See Pg.2)

Karl van Kahshaar, Inquisitor of the Republic, puts the transcribed copy of the report down on his table. How do you spell imperialism, he thinks to himself. It will be necessary at the New Tirmaeir conference to obtain more information on the exact borders of this grand duchy. Kaeir itself was once a grand duchy in aeons past, though the reason for the Green Land having such a high status within Sedonia, he mused to himself, would be little believed by people not of the Lady's traditions.

I fear we have bitten of more than we can chew, in dismantling Taltheran. The need now is even stronger to continue negotiations with our allies overseas, as well as with the Wizard's Guild in Taltheran. If a majority, even simple, of the Guild agrees, it will be a major coup for Kaeirean fortunes and change the balance of things in the region.

Thankfully though, our economic strategy is slowly beginning to work. By placing ourselves increasingly further at the centre of Midsea trade, the consequences of non-localised conflict for trade would be catastrophic.

At the End of the Meeting

The cold grey light of a winter's dawn seeped through the windows of the conference room tucked away in an isolated corner of the Imperial Palace. The Regency Council's Joint Committee on Governmental Reform had been locked in a marathon session since just after dinner the night before, and the conference table was littered with the detritus that seemed to always accompany long meetings--a multitude of crumpled pieces of paper and parchement, mugs of strong tea and coffee cooled into undrinkability, and widely scattered pastry crumbs.

The committee members were much the worse for wear as well. One of the older councilors was blatantly snoring, and the circles under Prince Arden's eyes were so dark that he looked like someone had just punched him in both eyes.

Stifling a massive yawn, the Prince said, "All right, then, I think we are finally agreed. The proposals that will be submitt--will someone please wake up the recording secretary? Thank you. As I was saying, the following proposals will be combined into an Omnibus Reform Act to be submitted to the Council as a whole in the next session."

He picked up a much-scribbled-upon roll of parchement and becan to read. "Firstly, the name of the Regency Council shall be changed to the Imperial Parliment. The Parliment shall be divided into two Houses, Commoners and Nobles. The First Councilor shall henceforth be known as the Imperial Chancellor. Election procedures shall be as before, except that the Chancellor shall have the power to call an early election if he so chooses. An early election must be called if the Chancellor loses the confidence of the Parliment. The power of the purse shall reside with Parliment's House of Commoners. Legislation must be passed by both Houses and approved by the Emperor or Empress to take effect.

"Secondly, the Emperor or Empress shall have the power to veto legislation passed by Parliment, but imperial vetos may be overridden on a 8/10ths majority vote. In the event of the physical or mental incapacity of the reigning monarch, a 8/10ths majority vote is required to institute a regency. The Empress or Emperor shall have the power to request that Parliment vote "no confidence" in the Chancellor. The reigning Monarch may introduce proposed bills into the Parliment through the Minister of Special Projects. The Minister of Special Projects shall also be the Imperial Chamberlain, and the power to appoint the Minister of Special Projects shall lie with the Emperor or Empress."

Prince Arden paused for a jaw-cracking yawn, then continued with, "Thirdly, the appointments of all other ministers and deputy ministers lie with the Imperial Chancellor. Fourthly, the appointment of judges and ambassadors shall be an Imperial power, which in the case of judges shall be subject to the advice & consent of the current High Justices. Fiftly, the Imperial Heir, if he or she is of age shall sit as a Member of the House of Nobles, but may vote only to break ties.

"Sixthly and finally," said the Prince, his words accompanied by faint applause, "Sixthly and finally, the question of basic rights and freedoms under the law for subjects of the United Provinces is to be sent back to the Standing Committee on Law and Judiciary,"--here rather louder applause from the committee members interjected itself--,"since it's their bloody problem, not ours."

Prince Arden laid the roll of parchement back on the table. "Hanse," he asked one of the committee members, "is Baron Illyan still asleep back in the corner there? He is? No, don't wake him up or we'll never leave this room. Is there any opposition to the proposals?" The room was silent except for the snores of the elderly Baron Illyan.

"Very well," said the Prince. "Let the record show that the Committee passed the proposals by exhaustion."

Karl van Kahshaar, Inquisitor to the Great Council of the Green Republic of Kaeir handed the small parchment to Boris van Adin, Consul of the Green Republic.

"You can see from this summary written by our office in Thalsedon, Boris, what has happened. Between Mir aiming at Tal, this recent maneuvre in Thalsedon, and the Mirrish-Sedonian marriage down in Yor-Tirmar, it is very clear what has begun. Those two slumbering giants are slowly but surely moving back towards empire. Call it constitutional empire, or what have you, over in Sedonia, but it is still empire. However, I can't see this altering any of the Republic's strategic long-term plans, I fear we must be more careful in matters, van Boris."

The small man upon whom the responsibility of directing the Republic, and in whom most of the trust of the Houses and the faith of the followers of the Green Lady was invested, sighed. "Yes, but it has happened before, Karl. Before your ancestors had even arrived in the Isles. You know as well as I do why Kaeir was only once conquered, and on that occasion by the Taltherani, and why during both the Sedonian and Mirrish empires it was granted far more autonomy than its size or population would have normally warranted, being made Duchies during both periods. It is something we should watch, I agree, but this is part of the historical cycle of things in Qaiyore, and Kaeir has always survived such cycles, the Lady willing."

Raden:

I've finished that assessment you asked me to undertake. After consulting with our internal team, the professors at the University, and even sounding out the Mir, we've identified certain areas of high priority inquiry.

A. Communications/Transportation

As you know, the United Provinces are close to the maximum sustainable size possible for a centralized government. Either we decentralize government functions to the provinces, or we must find faster ways of communicating--which of necessity involves faster modes of transport, unless we investigate the use of magic.

One method which has been propose is signalling towers paralleling the major road, using modified military flag- and torch-codes, or mirror signalling. However, there are concerns about cost of constructing such a system, and its capacity to carry messages.

Another idea which has been proposed is a sort of railed-road, where cars carrying goods would be drawn along special rails, rather than ordinary dirt or stonepaved roads. However, cost is a again a concern, as is finding animals to draw such carts. Despite such objections, a similar system is in use for transporting ore in the Kasovian mines, so the technology is, on a small scale, proven.

Regardless, all those who were contacted agreed that improvements in communication, be they signal towers, railed-roads, or improved ship designs, are a key research area.

B. Weapons.

This was the second critical research area identified. As we both know, the War Ministry is looking for some sort of force multiplier. One of the weaknesses of the Legions is the lack, generally, of ranged weaponry. There are several possibilities that my office are currently investigating.

1) Bows

The longbow offers us very good range, excellent rate of fire, and high lethality across that range. Unfortunately, longbows require intensive training from a young age to use effectively. On the other hand, nearly anyone can learn to use a crossbow, which has high lethality, but a much shorter range, and a very low rate of fire.

However, my Office has developed a device which we call the "one-shot". It is essentially a metal tube containing a powerful spring and a trigger mechanism, capable of holding a single bolt. While its accuracy is rather poor, it is capable of penetrating plate armor at six feet. Unfortunately, it's only good for a single shot, as we had three testers rupture themselves after trying to recock the one-shot prototype without the special equipment. Despite this, we are beginning production and will begin issuing one-shots to agents in the field by the end of next month.

2) Alchemy

While we still have the recipe for Sedonian Fire, we are unable to make it in useful quantities due to a lack of naptha, the only easily accessible seeps of which lie in the northern deserts. There are rumors, though, of naptha swamps in Hansari, and an investigative expedition might be wise.

There is also the Tophani Fire Drug, used in certain religious festivals to scare away evil spirits. While the Fire Drug has potential, the toxic fumes it produces are as dangerous to the user as the target, and until the fume problem can be resolved, the Fire Drug has little use militarily.

3) Magic

The problem with this option is that most legionaries and potential legionaries are not magically talented. However, research in the Yzarine Library suggests that it might be possible to store magical energy in, for example, a crystal, and then release that magic in increments. Such crystals can then be incorporated into devices used by non-magicians.

Unfortunately, we can't currently create such devices, but with the forthcoming arrival of the Mirrish instructors at the University, we may be able to start training the mages we'll need.

C. Conclusion

The Office of Special Research needs an increased appropriation and more trained personnel to investigate all of these areas, but we can start doing the preliminary work at any time.

Exquaestio Interlude 1456-1457

Rojez Lafwe, Primate of Exquaestio, stood. Everyone in the room who wished to speak had had a final say. "It is time for us to vote. It has been requested that a voice vote be made on this issue instead of the standard secret ballot. Are there any objections?"

After a pause, he continued, "Very well then. The rohain observer will call the vote. I remind you that the bylaws to permit a vote of 'pass' have not yet been accepted."

As he sat, Marya Randir rose from her place beside Mirafelle, away from the members of the conclave proper. Rojez had wondered about the propriety of allowing a follower of Demerhaze, not even a quaestae, to observe these meetings, but she had been selected by the rohain preceptory to present rohain views. In the absence of a Preceptor, that made her the seniormost rohain, and the Precepts and Strictures said that the senior rohain and espiri must be allowed to observe conclave meetings if they desired. Allowing her to attend had also meant that she was able to raise Demerhaze's Veil around the conclave. That magic might be destroyed, but nothing short of the strongest gods could perceive anything which passed within without destroying it.

In a firm voice, Marya began calling out the positions occupied by the members of the conclave, from the least senior to the most.

"The Oversee of The North votes Yea."

Rojez thought it was a special miracle that this meeting had been managed at all. Years of prior negotiations had culminated in this one, and most of The Conclave had already journeyed to Cormenaera to welcome their new members and finish plans for the Festival Year when the news came from Tanimbar. Mirafelle had then worked herself ragged to teleport in Marya and the few who had originally decided not to attend.

"The Oversee of Sedonia votes Yea."

Plans for the Festival Year had been going forward, but no one had expected this meeting to turn so critical. Everyone in this room knew that this vote would determine much of Exquaestio's future, though none knew what the results would be.

"The Oversee of Fauve Monde votes Yea."

"THAT was something of a surprise," Rojez reflected. Apparently Atros had been convinced by the arguments for using using goblins in future conflicts with the Ice Demons.

"The Oversee of Tanimbar votes Yea."

Which was no surprise at all. The arguments between the new Overpriest and his sponsor, the Bishop of Orasar, had been acrimonious. It meant, though, that all four of the new council members had voted for the motion. In turn, that likely meant that the newest quaestae would also support it.

"The Oversee of Videss votes Yea."

If this measure passed, the Conclave's plans for Videssia would have to put on hold, Rojez reflected. As satisfying as it would be to bring down the church of Phos-Skotos, it would be impossible to divert the resources to do it in the face of conflict with the government of Tanimbar.

"The Oversee of Cormenaera votes Yea."

ALL of Exquaestio's plans would have to be put on hold, or redefined in the face of this conflict. The morality of this course was clear, genocide was evil, but what wasn't clear was if Exquaestio could actually do any good.

"The Oversee of New Lands abstains."

Surprise shown on no few faces. This was the Overpriest who had argued that letting the goblins be slaughtered would likely drive the nonhuman Vraa'al away from Exquaestio. It looked, though, that in the end his own argument had failed to sway him.

"The Diocese of Parmouth votes Yea."

The newest of the conclave's bishops had seen fighting against the Ice Demons as Overpriest of Aseria. His vote meant that the conclave had definitely managed to make the distinction between Ice Demons and Goblins. It also meant that at least a simple majority of the conclave would be voting "Yea." Unfortunately, an issue this important really needed to be settled by more than a simple majority.

"The Diocese of The Tana votes Nay."

The first nay vote, and completely expected. From what she had said privately, Rojez was convinced that the Bishop actually favored the motion. Unfortunately, with Tana in the state it was in because of the Ice Demons, she needed to be publicly on record as opposing the motion. Anything else would likely end up with her being lynched.

"The Diocese of Lowfells votes Yea."

Cormenaera might be Exquaestio's administrative center, but Junder was still the center of its faith. Though its bishop supported her views Mirafelle had confessed to Rojez that the militancy arising in Junder disturbed her a bit. She thought the successes in Junder's rebellion and against the ice demons had turned the quaestae of Junder overly cocky.

"The Diocese of Mirabalpur votes Nay."

In most nations quaestae could hide their beliefs. The Bishop of Mirabalpur was all too aware that wasn't possible in Mir and had argued strenuously against the motion. Still, Rojez knew that whatever had prompted this vote, it wasn't cowardice.

"The Diocese of Orasar votes Nay."

The debate between the Bishop of Orasar and the new Overpriest of Tanimbar had made the prejudices of the former clear. He hated the goblins passionately. It was also obvious that the bishop felt betrayed by the person he'd thought of as a close friend and comrade. Rojez hoped the two hadn't lost all ability to work together.

"The Diocese of Anecir votes Yea."

None of anradan on the council wanted this fight. If they liked fighting they'd have joined the rohain. Most had decided, though, that they must stand up for their beliefs, whatever it might cost them.

"The Diocese of Crisaeda votes Yea."

Rojez dared to hope. Two more Yea votes would give him the 9/12 majority he needed, and one of those votes would be his own.

"The Diocese of Cormenaera votes Nay."

Rojez had been afraid of that. Since the Primacy was based in Cormenaera he worked closely with that bishop and knew him well. The bishop had campaigned hard to get the primacy in 1447, and still felt he'd make a better primate than Rojez. He'd been clearly wavering throughout the debates. Still, Rojez knew the bishop would support the conclave's decision even if he voted against it.

Marya turned to Rojez. "How does the Primacy vote?"

Rojez stared at his hands for a moment. He had decided days ago that keeping Exquaestio whole was what should drive his vote. Faced with the actual vote, though, he hesitated. Was keeping Exquaestio together worth the deaths he was about to create?

"The Primacy votes Yea."

Marya tallied the vote and reported what everyone knew. "The vote is eleven to four with one abstention."

As Marya seated herself, Rojez rose once again, decades older than he'd been a few weeks past. He'd sought a decisive 9/12 vote on this issue, and he hadn't gotten it.

"Fellow councilors, the majority of the conclave favors protecting the goblins of Tanimbar. While the precepts and strictures which govern this conclave do not permit this vote to be protested, I must now ask, in all seriousness: Are there any here who cannot accept the results of this vote?"

The Bishop of Orasar shifted uneasily, and the Bishop of Mirabalpur stared at the floor instead of meeting the gazes from around the table, but neither spoke. In his mind Rojez said a prayer of praise and thanksgiving. This wouldn't break Exquaestio after all.

"Then let it be known that the Grand Conclave of Exquaestio has decided that all ecclesia and quaestae should work in whatever manner they deem fit to protect the goblins of Tanimbar from extermination."

"I am declaring tomorrow a day of rest." There was mild laughter from around the room. The bishops and overpriests knew quite well that this decision meant there would be no real rest for some time. "We will meet in two days starting at the second hour to discuss the ramifications of this decision and the shortcomings of the precepts and strictures this debate has made clear.

Rojez nodded to Mirafelle and bell-like sound magically filled the room. Demerhaze Veil dropped and the late afternoon sunlight drowned out Mirafelle's magical lights.

"This meeting of the Grand Conclave of 1457 is adjourned."

When Mir resives word that outside the city of Avatar their was a large battle of Dragons and that part of the city of Avatar was burned. In responce to both events Mir sends aid to the city of Avatar. The send food, supplies, magical support and donate money to the rebuilding of burned parts of the city. Mir also sends people to study the dragons and the battle it self. They are to try and discover if any dragons survived, and if so were they went. They are also to see if they can discover were they came from, and why they did battle outside of Avatar.

Action 3: Tanimbar and their Ice Daemons

Mir and Burcancy will move their troops across the Tanimbar/Burcancy border to clear the lands between Merar and Burcancy. From there they will join up with the Tanimbar armies and support the Tanimbar as they push out into central Tanimbar. At this point Mir only places about 10,000 troops into position, the other being needed else wear. Mir also sends two groups of Warmages, and a Dragon. King Opozoya Villard would put about half of his army into the field to help

Mir will be moving the rest of its army into yora'timar, with a second dragon and a group of warmages. Mir will also be sending in much of its navy including the ships for last years expadition, which has been posponed a for the year. The Navy will prepare itself to move on Tal. Mir will also position troops in the north so that they will be able to moving into Taltheran next year.

Results: Any secrecy concerning the subject or outcome of the conference is blatantly ignored by several important members of the Mir retinue in the conference. Rumors start to fly, and they generate much bad blood both home and abroad.

Results: There's no sign of the dragons, and nobody seems to know where they came from, or where they went. However, the investigators manage to link the disappearance of Delaney and his group of followers, and by interrogating the followers that were left behind, get a good idea of what this was all about. Although the followers have very vague ideas of what the second group of dragons were.

Membership on the Council is associated with particular offices instead of particular ranks. (That is, those who administer new oversees will not be automatically admitted to the Council.)

Action 3-4: Protecting the Goblins

  • Description: After much heated debate, the plans which were being made to strengthen the ties between the goblins and humans of Tanimbar are altered to protect the goblins instead. The evils of genocide are preached. The effects of losing the skilled goblin craftsmen is pointed out to those already involved economically. The problems of the king unilaterally holding the military power he demands and Mirrish interference in Tanimbar are pointed out to noble and commoner alike. To the military it's pointed out that attacking the local goblins does nothing to the greater threat of the Ice Demons, and that a permanent defeat of goblins would permit a smaller army.
