Description:
The Shaman Council, perturbed by some unusual signs within the Permanence have concluded that outside events ‘may’ affect it. The Bhaktim Serpents have advised that great loss of life and disruption of normal mental activity by disagreeable actions ‘could’ register. Therefore they have decided to take an interest in current human affairs, namely the known habit of humans to fight and kill each other and generally interfere with their neighbours. In other words wars ‘could ‘ register and distort the Perma stability.
The Bhaktim have informed them that a great war has recently taken place and a number of human nations are getting agitated. It is doubtful if the Nation of the Horroth would be affected by a war but it is also known that humans possess ‘powers’ and sometimes they use them in wars.
The Shaman have not used ‘great powers’ for hundreds of years, and there are no living High Shaman who have taken part in a Congress that even considered a ‘great power’ and so steps must be taken to rectify the situation.
The Kings Council therefore have identified a large area within the Beddkh Mountain range that the Shaman can use for ‘punitive power’ exercises and from which all other not correct persons have been banned. Warrior caste observers/liaison officers will be present to observe the efforts and also advise on possible military uses.

Action 3: The Search for the Unknown Citadel. Part 1

Following the decision to search the land for a possible unknown Citadel that did not survive the plaque the warrior Skallinor of the clan Dramhon assembles a group of skilled people from all castes that include historians, rock earth and water diviners, interviewers, surveyors, scanners, sounders and other specialists.
The first step is to check all existing recorded information and tabulate anything that could be interpreted as a possible referral to the UC.
The second step is to visit every clan settlement (these were established one by one over the last 900 odd years) and seek out any tales and legends that may indicate a possible UC and conduct specific interviews amongst the clan members. These first steps are expected to take at least a year.

Description:
Following the successful exploration northwards to the coast in 1481 the northern Beckarhon clan has established another settlement and is in the process of developing it. They have named it Porthonhon. Porthonhon has now closely surveyed the northern coastline and has identified a natural harbour at the mouth of a small river on the southern side of the rocky peninsular that juts out into the sea. A small fishing settlement is to be established here and experiments in sea fishing will be started. The other northern Rolhohon clan (who with the Beckarhon are opposed to the other united eight clans to the south) has been asked to help in the construction of the site.

the route of the Old Trade Road, striking out to the northwest, marching
toward the area scouted by the Imperial Navy. Their goal is to complete
the conquest of Hansari, and link up with the Naval forces.

Mirrish Actions
Action 1 2: Preperation.
Eubratosa floated the cold halls of the Burcancy Palace, enjoying the echos
of the boots around him. It had been while since he had lost his abilities
to walk but that didn't slow the Archmage down. His magics more then
compensated for his inabilities. Next to him strode his great grandsom
Opozoya Villard, and to the other side holding his arm was Niotrosa, both
the apple of his eye. "So I feel that we should return to Elyria again,
either people don't believe we were ever their or they assume are most
likely making plans for their own trips." Niotrosa said holding his
fathers arm.
"I must agree, and so does Eubratosa. We need to keep thoughts contacts
open. Its one of our advantages, but as they say onces something has been
done, everyone can do it." The Archmage nodded his head.
"I think this actually is an excellent area for all of our goals." Eubratosa
said after a moment. "What is it that we are agreed upon as needing to
observed in our unification."
"The union of the armies, magi orders, various economic areas." Niotrosa
said.
"Exactly. Burcancy will join us in our efforts this adventure to travel to
Elyria. This will give our captians and sailers a chance to work together.
I think that is one of the critical areas is that we need to get the future
generals and leaders of these parties to work together. This way we can
also send a group of Burcancy and Mirrish Merchants to allow them to work
together."
"Ahh so the first part in many part event." Eubratosa the younger said.
"Yes." He said. "Let us also approach Celpalar again. The have come ones,
and while we may not be on the best cultural terms, I think we are both
intelligent enough to see the benifit of this. The route requires close
contact with the island, and I think that they would like to be on the
ground floor of this project."
"And it prevents people from becomeing to suspicious about anything
assosiated with the union of Burcancy and Mir," Opozoya Villard said as
they turned a corner.
This year it is simple. Once again collect the ships for expedition, as
well as supplies. And invite is sent to Burcancy and Celpalar in secret to
join them. Opozoya Villard is supportive of this effort. The goal this
time is to do more then exploration. Offical diplomatic contact is to be
made with the northern lands, as well as seeing what trade deals can be
forged. The route will require trips by Celpalar, and instead of haveing to
pack more suplies, Mir will approach Celpalar about creating a trade deal.

Action 2. The Fire of Purification (top secret) (+3,x)
The Schattenshutz (Shadowguard) continue their purging of Kaeir of
foreign agents and spies.
The Eternal Consul's orders concerning spies though is icily simple -
arrest, try and execute all agents against whom reasonable evidence can
be produced; and make sure any spies and agents against whom
insufficient evidence exists simply disappear. Any and all means for
dealing with the latter category of spies is permitted - whether
deporting foreigners to third-party countries where they are wanted on
capital crimes, surreptitiously placing a Shadowguild contract on a
spy's life, street muggings gone wrong, an irrefutable charge of
demonism by a shaman or Nachtshutz, among many other options.

Action 3-4. Establish a Protectorate over the Panchayyah
Concerned over the increasing hostility amongst some Panchayyah towards
Milakanur, the Office of Colonial Affairs finally starts its program for
the political subordination of the Panchayyah so as to speed up its
modernisation.
The process of subordination is simple enough:
a) pay the Grand Chief and the Chief Shaman each an annual 'gratuity' to
help with the Panchayyah modernisation program (actually a payment
designed to induce dependency) to support their lifestyles, project and
for payment to their followers/political supporters,
b) convince the Grand Chief and the High Shaman of the Panchayyah that
Kaeir cannot fully protect the Panchayyah unless the Panchayyah agree to
accept Kaeirean 'advisors' (actually Kaeirean officials with real,
in-direct control over executive decisions),
c) pay far smaller 'gratuities' to the major tribal chiefs to win them
over / make them dependent too.

1. Recruiting the desertfolk (+1,x,x)
The Saranemeyn Canton continues its efforts to recruit a cavalry from
amongst the western desert tribes, with a Bel'Nagb/Baratiyyah officer
corps. 1/3 of the Moon Legion has been raised already, but 2/3 is stilled
needed, and a full cohort of officers is also needed.
(btw, Milakankur and Bel'Adne in their treaty agreed that both could recruit
their own special unit each from the western desert tribes)

2. Reconstruction
The war over, and the Hrian military so utterly devastated that Hrian
guerilla resistance is impossible, the Ardi Lugh decides to win over the
ordinary Hrian folk by repairing the damage done by war and lifting the
quality of their lifestyles above the pre-war level as well.
First off, civilian administrations are installed in the major settlements
such as Bega, Tora and Maripai where the fighting occurred (and which the
Ardri promised the sangha there would lose power). This involves the Hrian
merchants and landowners as alternative sources of native power - they will
(hopefully) happily take over the reigns of power in these places from the
old monks.
At the same time, the Rian a'Ardavaerand puts considerable effort,
resources, money and manpower into repairing roads, and houses damaged in
the war. This serves too purposes - it impresses the natives with the
improvement to their lives (since it willbe better than the old Hrian roads
and houses), and gives Rian a'Ardavaeradn good quality roads to move
supplies, resources adn troops around quickly if needs be.
Lastly, excess food supplies from Bel'Adne are brought to the Hrian to
ensure no one starves whilst new crops are planted etc.

3. The Cream of the Sangha
With the war over, the Melcuranin rush to absorb the cream of the crop from
the Sangha.
First off, the Ardthoreyn seeks to capture the J'ngk and the Inenr circle if
able, though this will be rushed and a bit difficult.
At a slower pace, all the intellctual, philosophical, academic and magical
books of the sangha are colelcted from the mahlas (the monasteries) across
Hria and taken back to Tanat to study.
Lastly, all magic-using sangha are attempted to be recruited into the
Melcuranin (remembering, not all sangha are wizards), with the promise that
they shall partake in the rule of the Rian a'Ardavaerand, and that they
shall form the leadership of the Bird Church alongside the Lake Church and
Straight Path Church in the Rian a'Ardavaerand's elite wizard ruling class.

4. Kaeirean Aide
After the 1484 alliance with Kaeir, the Republic and the Ardrin begin
applying their treaty. Firt off, a joint commission is established for
sharing information, intelligence, and (technology, when abel realistic for
it to be done so).
Also, the Kaeireans help the Ardrin establish their own spy agency, since
the Bel'Adnese never have had one.
Lastly, the Ardrin sets aside, and begins construction on, enclaves for the
Kaeirean merchants in Saranbar, Tanat and Ardlorin, as agreed to in the
alliance treaty.

- Getting council approval for the tour; including acquiring extra funds for the town festivals (one per province) from the corresponding council members without passing the buck down to the people. She’ll use private funds to finance the majority of the trip, but the council members and their provincial governments will be in charge of holding a festival in each provincial capital.
- Planning the basic format of the festival so that it will be entertaining for the populace, but allowing the council members to make regional changes that they know will appeal more to their citizens. This includes finding areas for the travelers to sleep and providing affordable food for the people to eat.
- Planning route, mode of travel, determining time spent in each location, and informing the populace so they’ll know when she’ll be in the area so that the largest group of people can attend the festival.
- Recruiting additional security to provide for her protection while traveling and being in public and recruiting sufficient messengers so that she can stay in touch with the capital while traveling.
Ahlandra Darksword was seated in her office, going over the financial figures of her proposed goodwill tour. She needed the peoples support. The games had gone well, she felt, but it hadn’t really stirred the support she had hoped for. Learning from her mistakes she realized that large scale projects and nation wide games shouldn’t overlap; that was why, with her goodwill tour, she was insisting that everyone in the province should be given plenty of notice so that they can attend the festival if they desired it. She was still determined to go forward with her reforestation project, but she planned on visiting each of the eight provinces of Arelcar, in an attempt to endear herself to the regular populace.
Due to the fact that she inherited her grandfather’s and uncle’s fortunes upon her accession to head of the House Darksword, she could easily afford the whole trip herself, but this was also a chance for the new high council to earn its support from its people as well. Therefore she was proposing that the individual council members would provide for the festival in each of the provinces that they represented; this would generate public support for her by being in attendance and for the council for providing for the festivities. Not only will it stir support for council members, but it would also stimulate the economy in each province.
While in each province; she was planning on distributing alms for the poor (from her own personal funds) as well as visiting medical care facilities, orphanages, and giving special gifts in further recognition of the champions of the Inaugural Games of the previous year. This recognition would be done publicly at a ceremony during the festival and would include invitations for the champions of the nautical events to interview for instructor positions within the new department at the Drummond Academy of Shadows; the champions of the dance and magic events would be given the opportunity to interview for a position in her personal guard. This trip, she mused, would also give her the opportunity to see where the nation needed improvement. Once she had the details worked out she would take the proposal to the council. Her primary concern was to make sure that the populace knew when the festival was, that they had sufficient designated places to reside once
there, that there would be sufficient cheap food available and that those coming from the country had ample opportunity to arrive. Arelcar wasn’t a large island, but the people still needed time to get there. She pulled a stray wisp of hair back out of her face and penned a few notes here and there so that her scribes could make changes where needed.

“Damn,” Ahlandra exclaimed in a very unladylike fashion as she read over the report on the failed reforestation project. With all the effort she put into the Inaugural Games she had neglected to properly plan the reforestation project. She was mostly angry at her own mistakes. She demanded perfection from herself, something that her father had encouraged through physical and emotional abuse. This kind of reinforcement, fortunately for her, was exactly what she needed to push herself harder and fulfill her potential. That is what made this failure on her part all the more irritating.
With the successful addition of the nautical curriculum at the Drummond Academy of Shadows, the country had taken the first important step to augmenting its navy, something that it desperately needed. The training of her people would be pointless however if they didn’t have the required resources to build the ships to put the soldiers in. Reyndar had done a great scouting and mapping job of the coastline, just like she knew he would, but now it was her turn to step up to the plate and finish the job that he started. She decided that she had tried to finish too fast, yes she was eager to get the project done, but what good was moving quickly if your foe heard you coming?
She decided to turn her once one year project into a five year project. The first year she would acquisition the land and labor for the endeavor, acquire the seeds needed for the trees, and start the planting. She would continue the planting into the next year and allow the previously year’s saplings to grow stronger, then requisition the wagons and such needed to transport the saplings once they were strong enough. She would allow the trees two years of growth before moving them. This pattern would continue for three more years, then the final year the remaining trees would be moved and the project would be done. She would assure that the tree tenders were paid for their work so that their families didn’t suffer while their own groves had less attention. She decided then that she would present before the council a motion to require the replacement of all trees harvested so that their lumber would be a perpetually renewable resource and they would
never have to do anything like this again. By the end of this project she was hoping to have all of Arelcar concealed within a ring of forest.
Action 4: Outfit Vraa’al embassy in Kaeir

Ahlandra Darksword once again looked over the list of names she was to present to the council for approval as their ambassador to the Kaier nation. Technically in their governmental setup she is the official ambassador to all foreign peoples, but they needed a permanent representative to stay at the embassy. They had received not only an invitation to a very important wedding of state, but also a trade agreement of sorts. They were being allowed to establish an embassy in Kaeir along with a few other things in exchange for some special considerations. She wanted to pick a competent individual who would be able to attend foreign social functions while still being able to manage Vraa’al affairs in the area.
She was supposed to narrow the list down to two names, but she wanted her choice to be one she knew she could trust. There had been at least one candidate from each of the Great Houses, all of her generation, including the Drummond House and her own Darksword house. She had eliminated both her own house and the Drummond house candidates, for fear of nepotism accusations. Her cousin Gabriel Darksword would have been very good for the position, but she needed him in the capital to watch over things while she was on her good will tour. She had also eliminated 3 of the other houses who simply didn’t have an acceptable candidate. Of the remaining 5 houses, two were dedicated to agriculture, one was in charge of most of Arelcar’s mining industry, one was responsible for stonecutting and construction, and the last was responsible for regulating internal trade. The house responsible for internal trade, Great House Negosh’, had the most experience, but
Ahlandra felt that it would give them too much authority over trade. Any of the other 4 house’s candidates were acceptable, except that the females tended to be more aggressive, it was a psychological trait nurtured in the females to put them on equal footing with the males, making up for the males’ physiological advantages. Aggressive behavior probably wouldn’t be the best characteristic for a foreign diplomat. “Well” she said to herself, “that does it.” She decided to present Ordo Piedra and Cuna Platoro. Both the candidates were males, both were competent, both were childhood friends of hers, and she wanted to encourage support from both of their houses because of their influence and importance. House Piedra is in charge of stone cutting for they have the primary quarry on their holdings while the House Platoro is in charge of mining due to the abundance of mineral veins on their land. Due to the fact that all three; Ahlandra, Cuna, and
Ordo; had been in line for leadership of their great house, they were allowed to ‘be friends’ by their parents.
This appointment was something that needed to be handled quickly so that the Ambassador could prepare for his journey; therefore Ahlandra immediately dispatched messengers to inform the 9 other council members of her selections. The council would then decide by popular vote which candidate it preferred.
She had already had gifts crafted for the bride and groom, which the ambassador would give to the happy couple in her stead. For the bride she had prepared two long daggers, both of the most exquisite craftsmanship that a Vraa’al could manage. The grips were unadorned so as to make the daggers usable, but there were dark blue sapphires set into the hilts near the blade and a larger one in the base of each hilt. Sapphires were selected and the blades were darkened so that the daggers wouldn’t glimmer when the bride was attempting to sneak up on a foe. She nodded appreciatively, an exquisite gift for any female. She had a harder time selecting a gift for the husband, but decided that a finely crafted flute would be just the thing, so that he could woo his bride when Marenyaga was attempting to break them apart. It would help them in the long run for everyone knew that Marenyaga was more likely to leave a couple be if the male was putting forth the
effort to keep the couple together. The flute was made of pure silver with small rubies, red for the color of romance, inset into the key covers. She wasn’t sure if Avan could play, but this would be the instrument to learn on.
Within the ambassador’s security detail, for that was House Darksword’s primary area of influence, she would have one of her most trusted spies. This spy would be the female Cassandra Silentknife, little sister of Reyndar. Cassandra was also a member of Ahlandra’s inner circle and even though Reyndar was the most loyal, Ahlandra liked to keep a healthy sibling rivalry going between the pair. Cassandra was being sent because Ahlandra wanted to know about the happenings by someone she completely trusted. Also Cassandra would be given a letter sealed with the Darksword signet ring, intended for Ahlandra’s cousin in Cedonia, if he happened to attend the festivities. If not, Cassandra’s instructions were to return the letter to Ahlandra.
The letter was a simple message from one family to another who had known each other growing up and had been through some good and bad times together. She wanted the letter delivered secretly so as to not compromise her people or her cousin with political intrigues. The letter read thus:
“Dear cousin,
I hope this letter finds you well. I write primarily to inform you of the bitter news that you father has been put to death by order of the previous high council. I assure you however that after my appointment to High Lady of the Vraa’al I made sure that those responsible received the same treatment that they had put upon your father and my uncle. I want you to know that neither I nor any in the Great House Darksword bare you any ill will and I hope that we may once again visit under more pleasant circumstances. May the gods bless you.
