Here's a handy guide as to what those numbers in your determinants mean: (see also Part 2)

Determinant Level Authority Influence Consent Political Relations Trade Relations Cultural Relations Tolerance Prevalence Diversity Sophistication

+1 Good You are a mid-level functionary or officer; or you are a leader whose powers are severely limited by tradition, law, or other political elements. You can call in a few minor favors every now and again. You don't have much political capital, so spend it wisely. You're slightly more popular than unpopular. Approval ratings in the 51 to 60% range. Your country and the other are friendly but not allied. If you both face a common threat, you'll help each other out, usually for a price. Your people don't have any particular opinion about the inhabitants of the other country. Practitioners of the humanity have no special status, positive or negative, in the society. The practice of the humanity is common but not universal. There are an average number of approaches to the humanity, some being more favored than others. The humanity has an average level of sophistication when compared to other societies.
-1 Mediocre You are an ordinary citizen with no special legal powers. People have a hard time taking you seriously--maybe you just don't have much charisma. Or maybe it's because you've made bad political decisions in the past. You're slightly more unpopular than popular. Your approval rating ranges from 40 to 49%. Your country and the other are mild rivals, often jockeying for influence with others or competing for resources. It would take a major common enemy to get you to work together. There are mild barriers to trade between your country and the other. They might be geographic barriers, or they might be mild protective tariffs in a few industries. Your people generally dislike the people of the other country. Practitioners of the humanity are regarded with some suspicion. The practice of the humanity is rather uncommon.   The humanity has a slightly below-average level of sophistication when compared to other societies.
-2 Poor You are a member of a mildly disadvantaged or disenfranchised group. Others often doubt your words, and you have a hard time making political connections. It might be your personality, or it might be that everyone knows your embarrassing little secrets and uses them to block you. You're fairly unpopular. Your approval rating is between 25 and 40%. There may be several groups plotting against you. Your country and the other are rivals, constantly competing for power and prestige. Only a threat to civilization as we know it would get you to work together. There are moderate barriers to trade between your country and the other. They might be geographic, they might be from distance, or they might be protective tariffs in several industries. Your people express disdain for the culture of the other nation, and look down on its people. Practitioners of the humanity face strong prejudice in the community. The practice of the humanity is restricted to small groups. There may be barriers to entry into the field. A few paths are favored; others may not be known, but if they are, they are marginalized. The humanity's sophistication is crude compared to other societies.
-3 Terrible You are a member of a moderately disadvantaged or disenfranchised group; or you may be a criminal or rebel. Your opinions are often ignored. Someone may be using your secrets to prevent you from exercising influence, or maybe you cried wolf once too often. Or maybe you have such unpleasant personal habits no one can stand to be around you. You are very unpopular. Your approval rating ranges from 10 to 25%. You're probably dealing with uprisings, coups, or assassination attempts on a regular basis. Your country and the other are serious rivals. A state of cold war may exist between you; you each may be using your respective allies as proxies in little wars. There are major barriers to trade between your country and the other. They might be major geographic barrier, like a mountain range with seasonal passes; they might be from great distance; or they might be major protective tariffs in nearly every industry. Your people have a strong dislike for the culture of the other nation, and are openly prejudiced and discriminatory towards its people. Practitioners of the humanity face constant official persecution. Only a very small minority practices the humanity. There may be barriers preventing others from practicing.   The humanity's practice is extremely crude compared to other societies.
-4 Miserable You are a member of a completely disadvantaged or disenfranchised group; or, you may be a criminal or rebel. You are utterly discredited and completely disregarded; others see you as a nonentity. Your words are almost always ignored. Nobody likes you, everybody hates you. Your approval rating is single-digits or nonexistent. If you haven't been unseated yet by a rebellion, military coup, or assassination, it's only a matter of time. The other country is your avowed enemy. You may have broken off diplomatic relations. If you're not already at war, you probably will be soon. There is next to no trade between your two countries, if any. This may be due to physical or legal barriers. If the latter, any trade there is between you is being conducted by smugglers. Your people barely consider the people of the other country to be human, and consider its culture to be barely a step up from barbarism. Practitioners of the humanity are hunted down and killed like dogs. The number of practitioners can be counted on one hand--one that's missing a few fingers. There's the right way, the wrong way, and your society's way. The humanity has barely advanced past the caveman level.

Example

The Kingdom of Generica has a leader, King Richard I. It also has key elements of his wife, Queen Jane; the Prime Minister, John Smith; the King and Queen's talking dog, Spot; and the leader of the rebels, A.N. O'Nymous. Each one of them, for balance, should have personal determinants that add up to +2 (or less, if you want for RP reasons).

King Richard:

  • Authority: +4 (Legendary)
  • Influence: 0 (Fair)
  • Consent: -2 (Poor)

Queen Jane:

  • Authority: +1 (Good)
  • Influence: +4 (Legendary)
  • Consent: -4 (Miserable)

PM John Smith:

  • Authority: +2 (Great)
  • Influence: +1 (Good)
  • Consent: -1 (Mediocre)

Spot the Royal Talking Dog:

  • Authority: -4 (Miserable)
  • Influence: 0 (Fair)
  • Consent: +4 (Legendary)

A.N. O'Nymous, Rebel Leader:

  • Authority: -3 (Terrible) (but +3 for any actions within the rebellion)
  • Influence: +2 (great)
  • Consent: +3 (superb)

Generica's King has a lot of power on paper, but not much influence and he's unpopular. The Queen has little legal power, but wields immense influence behind the scenes; unfortunately, she's even less popular than her husband. The PM's somewhere in the middle in terms of his authority and influence, but also has popularity problems. The most popular member of the royal family is the dog, and Spot has absolutely no legal power. Meanwhile the daring and popular rebel A.N. O'Nymous plots to bring down the government and take power (if he succeeds, his Authority would become positive, but he might lose influence and consent in the process)
